Public equipment fails differently
A play structure is outdoors year round, handled constantly, and cleaned with whatever is to hand. Coatings on it do not fail from age so much as from wear, impact and UV all at once — and unlike a piece of farm equipment, the failure is a safety and liability question rather than a cosmetic one.
Why preparation matters more here
Flaking paint on a structure children use is a problem in a way flaking paint on a trailer is not. Removing the failed coating completely, rather than scuffing and going over it, is the difference between a repaint that lasts and one that starts shedding in a season.
